Biographical History

The Illinois Higher Education Commission (1955-1957) was created to investigate state higher educational overcrowding and rapid growth. When the commission's appropriation ran out (1957), the General Assembly created the Illinois Commission of Higher Education (1957-1961) to study higher education needs and make legislative recommendations. New commission membership was reduced from eighteen to the nine Governor appointees who made recommendations (1961) which was incorporated into legislation that created the Board of Higher Education.
