Hawley was born in North Carolina, educated in Connecticut and graduated from Hamilton College in Clinton, N.Y. in 1847. He practiced law, edited the Hartford Evening Press and later the Hartford Courant, served in the Civil War, was Governor of Connecticut in 1866, president of the United States Centennial Commission, 1873-1876, representative to Congress, 1872-1875, 1879-1881, and a member of the U.S. Senate, 1881-1905. He married first Harriet Ward Foote and second, Edith Ann Hornor, with whom he had two daughters: Alice Marian (who married Louis L. Coudert), and Edith J. Roswell Hawley.

Hawley, a lawyer, newspaper editor, and Republican activist from Connecticut, was a captain in the 1st Connecticut Infantry (90 days), lieutenant colonel and colonel of the 7th Connecticut Infantry, and a Union brigadier general. After the war he served in the U. S. House of Representatives and as a U. S. Senator (1881-1905).
