From 1929-1940, governance for the motherhouse comprised the president of the deaconess board, motherhouse pastor and director of instruction, head sister, and three members of the deaconess board chosen at the biennium. Sometime around 1942 this group was designated the Board of Management. It met once a month and, among other responsibilities, selected which probationers to recommend for consecration, after receiving recommendations from the Sister's Council. It relied upon information and recommendations from the sister's council and standing committees of the United Lutheran Church in America's Board of Deaconess Work's (BDW). It also carried out any tasks assigned to it by the BDW executive committee. This governance arrangement remained in effect until the 1963 merger that created the Lutheran Church in America.
