1862-1947 Eloise Payne Luquer was born in Brooklyn, New York in 1862, and was raised in Bedford, New York. She was a founding member of the Bedford Garden Club, which was a founding organization of the Garden Club of America. She continued to live in Bedford and Bedford Hills until her death in 1947. The Bedford Garden Club established a medal in honor of Luquer in 1949 and presented it to the Garden Club of America. The club continues to annually award the Eloise Payne Luquer medal for special achievement in the field of botany.
