Brigadier General Theodore M. Osborne graduated from high school in 1923 and entered the Coast Artillery School at Fort Monroe, Virginia. He transferred to the Corps of Engineers and attended Cornell University in Ithaca, New York. In 1925 Osborne graduated and attended the Engineers School at Fort Belvoir, Virginia. Afterwards, he was stationed in Hawaii for a little over two years. He attended the Command and General Staff College at Fort Leavenworth, Kansas. From there, Osborne was assigned to Portland, Oregon, then Dallas, Texas. While stationed in Texas, Osborne was temporarily promoted to brigadier general.
