Biographical History

Sir James Baillie was Vice-Chancellor of the University of Leeds, 1924-1938

James Black Baillie, was born in 1872 . He received his MA from the University of Edinburgh, Scotland, and from Trinity College, Cambridge, England. He received his DPhil from the University of Edinburgh, and studied at Halle, Germany, Strassburg, France, and Paris, France. He was the Baxter Scholar and Hamilton Fellow at the University of Edinburgh, and also the Ferguson Scholar and Shaw Fellow in Philosophy there. He was assistant to the Professor Ritchie at the University of St Andrews, Scotland and was thereafter appointed lecturer on Philosophy at the University of Dundee, Scotland. He received his LLD from the University of Aberdeen and was appointed professor of moral philosophy there 1902-1924 .

From 1915-1917, he was engaged in connection with the Intelligence Division of the Admiralty. He acted as an arbitrator and conciliator in industrial disputes under the Chief Industrial Commissioner at the Ministry of Labour between 1917-1919 . He was then appointed Chairman's panel of Arbitration Courts under the Industrial Courts Act, 1919. He received the OBE in 1918 . From 1920-1924, he was Chairman of the Jute, Flex and Hemp, as well as other Trade Boards; and he was member of the Royal Commission on Civil Service in 1929. In 1924, he was appointed vice-chancellor of the University of Leeds, England, and remained there until 1938 . He was appointed the Hibbert Lecturer in 1931, and it was in the same year that he was knighted. He was appointed Chairman to the Court of Enquiry into the Trawling Industry at Hull, and Chairman of the Conciliation Board for the Industry in 1935. He also acted as Chairman to the Government Committee on the regulation of wages and conditions of service in the Road Motor Transport Industry (Goods) in 1936. He then went on to be appointed Chairman of the Arbitration Tribunal on wages and conditions of labour in the oilfields at Trinidad, Island of Tobago, Caribbean, in 1938. James Black Baillie died in 1940 .
