Powell was an alumnus of Washington and Lee University, Class of 1929, Law class of 1931, and later a Trustee, and a Justice of the United States Supreme Court, 1971-1987.

Theodore Roosevelt Dalton was born 3 July 1901 in Carroll County, Virginia, the son of Currell and Lodoska Maritn Dalton. he received his B.A. from the College of William and Mary as well as his law degree. Dalton was Commonwealth's Attorney for Radford, Virginia and state senator from 1944-1960. He was the Republican Party candidate for governor in 1953 and 1957. Dalton was appointed federal judge for the Western District of Virginia. His adopted son was John N. Dalton who served as governor of Virginia. Ted Dalton died 30 October 1989.

Lawyer and U.S. Supreme Court Associate Justice.

Powell practiced law in Richmond, Virginia from 1932 to 1971. He spent most of those years at the firm now known as Hunton & Williams where he was a named partner. Powell served as a Combat Intelligence Officer in the Army Air Forces during World War II. Professional affiliations included: American Bar Association (President 1964-1965); American Bar Foundation (President 1969-1971); American College of Trial Lawyers (President 1969-1970). Civic and educational activities included: Richmond School Board, 1950-1961 (Chairman 1952-1961); Virginia State Board of Education, 1961-1969 (President 1968-1969); Chairman, Special Charter Commission (Richmond, Virginia), 1947; Virginia Constitutional Revision Commission, 1967-1968. Nominated by President Richard M. Nixon in October 1971 and confirmed by the Senate that December, Powell served on the U.S. Supreme Court from January 1972 to June 1987. In retirement he served as an extra judge on the U.S. Court of Appeals from 1987 to 1996. He sat primarily in the Fourth Circuit.
