In 1972 the Council received funding from the National Puerto Rican Forum, under contract with the U.S. Department of Labor, to conduct a program designed to supplement government veteran services among the Spanish-speaking veteran population. Services included counseling and career planning, job recruitment, placement, and referral.
The Council is a major community service organization serving Puerto Ricans and Latinos in the Delaware Valley. Its programs focus on social service work, employment training, adult education, youth services, advocacy issues such as bilingual education, and promoting awareness of Latin American history and culture through a Puerto Rican Week Festival sponsored annually by the Council since 1964.
The Council conducted several employment programs under contract with the City of Philadelphia Office of Employment Training as authorized by the Job Training Partnership Act (JTPA). Signed into law in October 1982, the JTPA replaced CETA with a new program and delivery system to train economically disadvantaged persons for permanent, private-sector employment.
In 1976 the Council received funds from the federal Law Enforcement Assistance Administration, under a subgrant from the Pennsylvania Governor's Justice Commission, to provide assistance to Spanish-speaking ex-offenders in the Philadelphia area as subject to provisions of the Omnibus Crime Control and Safe Streets Act of 1968. With cooperation of the city's Office of the Superintendent of Prisons (a division of the Philadelphia Department of Public Welfare) and the state, program staff and volunteers offered educational, vocational, and counseling services at correctional facilities at Holmesburg, the House of Correction, the Detention Center, and the State Correctional Institution at Graterford.
Project Welcome (the Council's first federally-subsidized program) was funded by the Office of Economic Opportunity through the Philadelphia Anti-Poverty Action Commission (PAAC), the agency which administered the city's anti-poverty campaign under the Economic Opportunity Act of 1964.
In 1974 the Council entered into a contract with the Philadelphia Corporation for Aging to provide hot meals to the elderly. The program was supported by federal funds to support nutrition programs for the elderly under Title VII of the Older Americans Act of 1965. The program operated out of a center at York and Hancock Streets which made meals available to Spanish-speaking, African American, and white neighborhood residents.
The Council has been sponsoring the annual Puerto Rican Week Festival in Philadelphia since 1964. The festival includes the celebration of Puerto Rican Day, a parade, a banquet, the Miss Puerto Rico-Philadelphia Pageant, a Mini-Olympics, Latin music and dance performances, public service awards, and speeches focusing on the goals and needs of Philadelphia's Puerto Ricans and Latinos.
The purpose of this program was to inform the Spanish-speaking community about consumer topics such as housing, buying on credit, and how to recognize and avoid unfair business practices. The program was supported by a subgrant from the federal Law Enforcement Assistance Administration in accord with the Omnibus Crime Control and Safe Streets Act of 1968.
The Council of Spanish Speaking Organizations, founded in 1962, is a major social and cultural institution serving Puerto Ricans and Latinos in Philadelphia.
