Charles R. Green joined a survey party led by William Wierman Wright and later lead by William Jackson Palmer. Survey party explored possible routes for the Union Pacific Railroad between Kansas and California during 1867 and 1868.

Elbridge Fenn was born in New York and attended Western Reserve Medical College in Cleveland, Ohio. In 1857 he moved to Story County, Iowa to practice medicine. During the Civil War he served as the hospital steward for Company C of the 4th Iowa Infantry from 1861-1862. In 1864 he was elected to the 10th Iowa General Assembly.
