During the period of these addresses and articles, Draper occupied a number of public and private positions within and without New York State, including: member of the law firm of Draper and Chester, 1871-1886; member of Albany Board of Education, 1879-1881; New York State Assemblyman, 1881; member of the State Normal College Board, 1882-1886; New York State Superintendent of Public Instruction, 1886-1892; Superintendent of Instruction of Cleveland, Ohio public schools, 1892-1894; President of the University of Illinois, 1894-1904; and New York State Commissioner of Education, 1904-1913.
