Biographical History

Born Emily Perkins Bissell; of Wilmington, Del.; social welfare worker and antisuffragist, is best remembered for introducing Christmas seals to the United States in 1907; active in anti-tuberculosis work and participated in many charitable and service organizations and causes, especially in her native Delaware; wrote poems and short stories using the pseudonym Priscilla Leonard.
