The Brotherhood of the Footboard was founded in 1863 and in 1864 changed its name to the Brotherhood of Locomotive Engineers (BLE). The General Committee of Adjustment for each railroad system is comprised of all the general chairmen on that particular railroad and is responsible for enforcing and interpreting the contracts between the engineers and that system. In 2004, the Brotherhood merged with the International Brotherhood of Teamsters to become the Brotherhood of Locomotive Engineers and Trainmen.
