The State Planning Office was created in 1975 when the State Bureau of Planning and Budget (WIHV85-A901) was divided into the Budget Office (WIHV85-A796), the Planning Office, and the State Bureau of Program Management (WIHV85-A888) within the Executive Services Division (WIHV87-A272) of the Department of Administration (WIHV85-A694). Executive Order 36, September 1976, merged the Office of Emergency Energy Assistance (WIHV98-A487) with the State Planning Office to create the Office of State Planning and Energy. This reorganization was confirmed by Chapter 29, Laws of 1977. In January 1979, the functions of the Office of State Planning and Energy were divided between the Division of State Energy (WIHV87-A273) and the State Executive Budget and Planning Division (WIHV87-A269). In Wisconsin State Archives database entries, this form of agency name is used for both planning agencies which existed between 1975 and 1979.
The Office was the statewide comprehensive planning and energy management agency. Its major functions included land use planning, coastal management, economic development planning, energy management, and intergovernmental planning coordination.
