Biographical History
Abram Joseph Chayes (1922-2000) was admitted to the Bar of Connecticut in 1950, in the District of Columbia in 1953, and in Massachusetts in 1958. He was a legal adviser to the governor of Connecticut from 1949 to 1950, and general counsel for U.S. President's Materials Policy Commission from 1950 to 1951. From 1951 to 1952, he was a legal clerk to Supreme Court Justice Felix Frankfurter, and from 1952 to 1955 served with the law firm of Covington & Burling in Washington, D.C. From 1961 to 1964, Chayes was a legal adviser to the assistant secretary of the U.S. Department of State. From 1977 to 1978, he was a guest scholar at the Brookings Institution, and served as Chairman of the International Nuclear Fuel Cycle Evaluation Committee.
