Biographical History

Jesse C. Colman was a member of the San Francisco Board of Supervisors from 1921 to 1947. In 1961, when he was eighty-two years old, he was reappointed to serve a term on the Board of Supervisors by San Francisco's mayor, to serve out a former board member's unexpired term. Colman also served as an officer in the U.S. Army, both on active duty and in the reserve. He also joined the American Legion, where he became the first commander of San Francisco's District No. 1. He was also a business and civic leader. He was the manager of Leighton Industries, a restaurant business; a director of a bank; a trustee on arts and transportation boards; and a member of the Jewish Community Relations Council, the Jewish Welfare Fund, and Associated Jewish Organizations. He was also generally credited with being the father of public housing in the San Francisco Bay Area, as he had a great interest in fair housing.
