The study of pre-1951 bridges on South Carolina highways project was conducted by Clemson University civil engineering professor Rudolph E. Elling and architecture professor Gayland B. Witherspoon on behalf of the South Carolina Department of Highways and Public Transportation, in cooperation with the Federal Highway Administration.
