Biographical History

Governor of Illinois, 1969-1973, who had previously practiced law, served as sheriff of Cook County and president of the Cook County Board of Commissioners. During his tenure as governor he saw enacted the first Illinois income tax, formation of the Bureau of the Budget and the 1970 Illinois Constitutional Convention. He used funds from revenue sharing program to launch "New Illinois" promoting the state as an ideal place to start new business and industry. He lost reelection to Dan Walker in 1972.
