Biographical History
The Office of the Chief of Transportation was created under the reorganization of March 1, 1920. It replaced the Office of General Superintendent of Transportation under the pre-1920 Lines East organization. The duties were divided among a Chief of Passenger Transportation and a Chief of Freight Transportation on February 1, 1927.
The Chief of Transportation was a specialized officer on the staff of the Vice President in Charge of Operations and was in charge of the "conducting transportation" section of the Transportation (Operating) Dept. He had overall supervision of the running of trains, including freight, passenger, mail and express service, the responsibility for car supply (making sure that the proper number of cars were available at each location), and the management of stations and freight warehouses. He also supervised the Telegraph Dept. In 1925 another subordinate office was created to supervise the new bus and truck services that had been created to replace unprofitable local freight and passenger trains.
The only incumbent of the office was Charles Miller Sheaffer, who had been General Superintendent of Transportation for Lines East from 1911 to 1920.
