Born on September 17, 1921 in Bayamon, Puerto Rico, Monserrat had a distinguished career in public service in New York. He is mostly recognized for his leadership as Director of the Migration Division (1951-1969), an agency of the Government of Puerto Rico which played a significant role in the migration and settlement of Puerto Ricans in the U.S. From 1969-1970 he served as a member and president of the Board of Education of the City of New York. Monserrat's papers are important for understanding the relationship of the Puerto Rican community to these two agencies from the 1950s through the 1970s and the impact of the Puerto Rican migration on New York City.
