Biographical History
David Pipes Sr. resided at Beech Grove Plantation in Clinton, La. His son, David Washington Pipes, served in the famous Washington Artillery, and later in both houses of the Louisiana legislature.
Established in the War Dept. in 1863. Arrested deserters, enrolled men for the draft, enlisted volunteers, and compiled statistics on the physical condition of recruits and on army casualties. Abolished 1866. Functions transferred to the Enrollment and Disbursing divisions, Adjutant General's Office; Surgeon General's Office.
