Biographical History
Kenneth Maddy (1934-2000) served as a Republican member of the California Assembly for the 32nd District from 1970 to 1978, and as Senator from the 14th Senatorial District from 1979 to 1998. He campaigned for Governor in 1978. From 1987 to 1995 he served as Republican Leader of the State Senate. He also was a delegate to four Republican national conventions, twice being designated as whip of the California delegation. In the Legislature, Maddy's interest covered crime, health care, water, and, especially, horseracing. He wrote and directed numerous bills regulating the horseracing industry in California. In 1999, Senate Bill 733, the Kenneth L. Maddy Institute for Public Policy bill, was unanimously passed by the State Senate. The mission of the Institute, established at California State University, Fresno, is to promote interest in public policy, public service, and public administration.
