Biemiller was a trade union leader, culminating in his role as director of the AFL-CIO Department of Legislation, 1956-1978. During the 1930s he belonged to the Progressive party and was a member of the Wisconsin state legislature, 1937-1941. He was assistant to War Production Board vice-chair Joseph Keenan during World War II. He switched his party affiliation to Democratic and represented Wisconsin's Fifth Congressional District in the U.S. House of Representatives, 1945-1946 and 1949-1950. During his first term he served on the Naval Affairs Committee, during his second on the Interstate and Foreign Commerce Committee.
