The Inter-Lutheran Consultation (ILC) was formed in 1963 by the NLC (an agency of the Lutheran Church in America and The American Lutheran Church), the LCMS, and the Synod of Evangelical Lutheran Churches to discuss the formation of a new agency in which the bodies could participate. Sub-Committees were established to discuss and plan the structure of the new agency as well as address the agency's role in specific areas of service.
