Arizona pioneer; lawyer, newspaper publisher, and politician. Hughes established the Arizona Daily Star in 1877 and published it until his death. He served as district attorney, probate judge, attorney general for Arizona, U.S. Court Commissioner, Governor of Arizona, 1893-1896, and chancellor of the Board of Regents, 1897-1898.
