Joseph Howard Harper (b. May 1, 1901, Maryland-d. Aug. 8, 1990), U.S. Army officer, was a college graduate who entered the Army in 1923. He is noted for delivering a one-word response, "Nuts," from the division commander to a German request for an American surrender during the Battle of the Bulge. In the years following World War II, he served as chief advisor, Joint U.S. Military Advance Group to the Philippines (1956) and was second in command at 5th Army Headquarters. He also served as commandant of the U.S. Army Infantry School.
