Biographical History

Edwin Britain Howard (1901-1993) was born in Harlan, Kentucky. He graduated form United States Military Academy in 1923, and from 1929 to 1932 was the ROTC Instructor at Virginia Military Institute. From 1933 to1935, Howard was an officer with the Hawaiian Division of the Schofield Barracks in Hawaii. From 1935 to 1937, he attended Infantry and Tank School at Fort Benning, Georgia, and from 1937 to 1938 attended Command and General Staff School at Fort Leavenworth, Kansas. From 1938 to 1941, he was the Assistant Chief of Staff, G-3 and G-2, 15th U.S. Infantry Regiment at Fort Lewis, Washington, and from 1941 to 1942, he served at the General Headquarters of the U.S. Army in Washington, D.C. From June to December 1942, he was the Assistant Chief of Staff, G-2, for the II Corps. From 1943 to 1945, he was Assistant Chief of Staff, G-2, for Fifth U.S. Army, and from 1945 to 1947 he was Assistant Chief of Staff, G-2, for Headquarters of the U.S. Forces in Austria. From 1947 to 1948, Howard attended National War College, and from 1948 to 1949 commanded the 23rd U.S. Infantry Regiment. From 1949 to 1951, he served as Assistant Chief of Staff, G-2, in the Office of the Chief of Army Field Forces, and from 1951 to 1954, he was Chief of Intelligence, Allied Land Forces, Central Europe. Howard retired from the U.S. Army in September1954, and in April 1956, he received his appointed Assistant Commissioner for the Immigration and Naturalization Service. He resigned from that post in October1961.
