The Texas Prison Centralization Commission was created in 1929 by the 41st Legislature, 2nd Called Session, Senate Bill 49. It was composed of members of the Texas Board of Prison Commissioners, four members of the Senate (selected by the Lieutenant Governor), and five members of the House of Representatives (selected by the Speaker of the House). The Commission was to make a complete investigation of all matters pertaining to the concentration and relocation of the penitentiary system of the state and the rehabilitation thereof. They were to prepare an investigative report and a plan for changes to the prison system to present to the governor and legislature.
