The Vice Chancellor for Research and Graduate Studies encourages and promotes research and graduate curricular development through partnership with the various colleges, their faculty, and staff. The units reporting to the Vice Chancellor include Sponsored Programs and Regulatory Compliance Services, Office of Technology Transfer, Centennial Campus Partnerships Office, and the Graduate School.

The Office of Continuing and Professional Education (CPE) plans, develops and facilitates non-credit continuing education and professional development programs including short courses, seminars, workshops, conferences, and in-house training.

The Vice Chancellor for Research and Graduate Studies encourages and promotes research and graduate curricular development through partnership with the various colleges, their faculty, and staff. The Office of the Vice Chancellor provides a model service environment using state-of-art systems and trained professionals operating within a cohesive administrative structure under well defined policies and procedures to support international prominence of NC State's research, graduate program, and technology transfer missions. The Vice Chancellor's office plays an important role in the university's relationships with federal agencies, corporations, and foundations.

Sponsored Programs and Regulatory Compliance Services, the Proposal Development unity, the Office of Technology Transfer and Centennial Campus Partnerships Office are led by Associate and Assistant Vice Chancellors for Research while the Graduate School is lead by a Dean all of whom report directly to the Vice Chancellor.

The effective operation of this office involves strategic alliances and interactions among other university units such as the offices of the Provost, Finance and Business, College Research and Graduate Studies.

In 1965, North Carolina State University at Raleigh applied to the National Science Foundation (NSF) to fund a Science Development Plan under the Science Development Program for Colleges and Universities. The goal of the plan, as stated in the proposal, was to obtain support to strengthen faculties in the biosciences; materials, mechanics and electrotechnics in engineering; and the social sciences. The grant application also requested funds for purchase of limited amounts of necessary research equipment. The university submitted this grant application at a time when its faculty faced increasing demand for classes, and the teaching load and other duties of academic life cut into research time. Companies such as Corning Glass, Monsanto Chemical, and IBM were moving into the region, and the university sought increased collaboration with these industries.

The National Science Foundation (NSF) funded the university’s original proposal and a 1970 supplementary proposal under the grant GU 1590. Work under GU 1590 continued from 1966 to 1974. The grant was originally scheduled to end on June 30, 1973, but it was extended one more year without funding. The grant funded engineering projects, as well as the development of activities related to biomathematics on the N.C. State campus.
