Biographical History
James January Winans was an Ohio lawyer, legislator, judge, and Republican member of the U.S. House of Representatives, 1869-1871. His father, Mathias Winans was a doctor in Jamestown, Ohio. In 1840, his sister, Clarissa, married W.H. Harper, who studied medicine in Jamestown, Ohio, and moved to practice in Lima in 1845.
