Biographical History
The New York Nautical School established by the City of New York in 1874 was continued as a state institution, the New York State Nautical School, with the Commissioner of Education as a member of its Board of Governors, by a law of 1913.
The Commissioner received general supervisory authority over the school in 1923. Three years later the Board of Regents received the authority to appoint the school's Superintendent, upon the Commissioner's recommendation. The school name was changed to New York State Merchant Marine Academy in 1929. Within the Education Department, administrative supervision of the school was delegated in 1923 to the Assistant Commissioner for Secondary Education. The next year responsibilities were given to the Chief of the Special Schools Bureau. In 1928 the Special Schools Bureau was transferred to the Vocational and Extension Education Division.
