Pennsylvania Railroad Company. Freight Traffic Dept.

The Freight Department was created under the Organization of June 1, 1873, when the General Freight Agent and his staff were removed from the Transportation Department and made to report jointly to General Manager A. J. Cassatt and Second Vice President George B. Roberts. General Freight Agent Stephen B. Kingston supervised three additional General Freight Agents corresponding to the Grand Divisions of the Transportation Department. Under the subsequent Organization of July 1, 1874, the General Freight Agent now reported General Manager Frank Thomson and Third Vice President A. J. Cassatt, but the General Manager lost all rate-making authority.

Under the Organization of May 8, 1912, the Freight Department became the Freight Traffic Department, a unit within the larger Traffic Department. On May 1, 1916, Robert C. Wright was promoted to the new position of Traffic Manager as the operating head of the entire Traffic Department. With the adoption of the Regional Organization on March 1, 1920, Freight Traffic Manager became a regional office, and the division between freight and passenger supervision ceased again at the system level, with only a single General Traffic Manager.

All units of the Traffic Department were recentralized on March 1, 1925, with the several Freight Traffic Managers reporting to headquarters only. The General Traffic Manager was the principal freight officer at headquarters. Between July 1, 1929, and June 1, 1932, the single General Traffic Manager was replaced by Large as General Traffic Manager - Freight. After that, a single General Traffic Manager at Philadelphia served as the department's chief officer.

The Organization of November 1, 1955, created major changes throughout the Traffic Department. The position of Vice President in Charge of Traffic was abolished and freight and passenger activities separated. Vice President in Charge of Traffic Fred Carpi was appointed to the new post of Vice President, Freight Sales and Services. Former General Traffic Manager I. T. Marine now supervised the core activities as General Manager, Freight Sales and Services. He was joined on Carpi's staff by a Manager, Freight Claims; a General Manager, Freight Rates; a General Manager, Industrial Development; and a Manager, Freight Traffic Research. The organization was again decentralized with a Freight Traffic Manager and a Manager, Freight Sales and Services on the staff of each of the nine Regional Managers.

The Nine Region Organization proved to be top-heavy, and the first reduction was made on March 1, 1958. Passenger and Freight activities were reunited under Fred Carpi, who became Vice President, Sales and then Vice President, Traffic on October 16, 1964. Henry W. Large became Assistant Vice President, Freight Sales, and General Manager, Freight Sales and Services I. T. Marine became the ranking freight officer as General Manager, Freight Sales. Marine was promoted to Assistant Vice President, Freight Sales in place of Large on July 1, 1959. The department was recentralized and the Regional Managers of Freight Sales and Services abolished on March 1, 1964.
