Although the term "civil list" is anachronistic, the 16th and 17th centuries saw a rapid expansion of the central government's administrative competence; the distinction between the crown's "personal" household servants and an emerging state bureaucracy of civil servants was still extremely fluid. James I's government came under increasing criticism for the flagrant sale of offices and rewards to favorites, and numerous attempts to list and categorize the personnel and costs of administration, of which the present document is only one, were produced during the 17th century.

James VI was born in Edinburgh Castle in 1566, the only son of Mary, Queen of Scots, and her second husband, Lord Darnley. As Mary was forced to abdicate shortly after his birth, he acceded to the Scottish throne as an infant and was brought up to be distanced from his mother. He was learned, taught by some of the best tutors available in the Scottish Humanist school, but also deeply superstitious, secretive and something of a misanthropist. He married Anne of Denmark in 1590, though he continued to have male favourites, and inherited the English crown from Elizabeth I in 1603. He kept both countries peaceful during the Thirty Years' War, and died in 1625.
