After a long career with the Federal Bureau of Investigation, Irvin K. Owen joined the staff of Indiana University in 1970, where he served as Special Assistant to the President of Indiana University for Safety Affairs before becoming Director of University Safety, a position he held from 1971 until his retirement 1977.

Irvin Kyle Owen was born September 24, 1920, in Petersburg, Virginia, and received a B.S. degree in Business Administration from the University of Richmond (Virginia) in 1947. He served as a pilot and navigator in the Royal Canadian Air Force and the United States Army Air Force during World War II. Owen was a Special Agent of the FBI for more than 23 years before retiring in September 1970. His last assignment with the FBI was as Senior Resident Agent in Bloomington, Indiana. In September 1970, he was appointed Special Assistant to the President of Indiana University for Safety Affairs. After overseeing the reorganization of university safety operations on a state-wide basis, Owen was named Director of University Safety in April 1971, a position he held until his retirement on June 30, 1977.
