Cochise County sheriff, Territorial legislator, Prison superintendent, and Inspector of Customs; Behan arrived in Tucson in 1863. He served in many public law enforcement positions including his appointment as Sheriff of Cochise County in 1879. He later served as Superintendent of the Territorial Prison in Yuma from 1883 to 1890.
