He served as a Republican state senator (1864-1876), a delegate to the Republican National Convention (1876,1880,1888,1908,1912), Commissioner of Immigration for Iowa (1880-1882), U.S. Marshal for Iowa's northern district (1883-1885), and U.S. Representative (1891-1899).
