Carl Abbott is a professor in the Urban Studies and Planning Department at Portland State University. He received a B.A. in history from Swarthmore College in 1966, a M.A. in history and Ph.D. in history from the University of Chicago in 1967 and 1971 respectively.

Abbott has taught at Portland State University since 1978. He has written extensively about urban history, urban policy, and regional development in the United States.
