Manning submitted The key of libberty to the Independent Chronicle (Boston) at least twice in 1797-1798. Thomas and Abijah Adams were editors of the Chronicle during this time. Thomas and Abijah were accused of libel in 1798. Thomas died before his trial. Abijah was sentenced to 30 days in jail. At least one attempt to have The key of libberty published in the Chronicle occurred after the libel trial.
