Felipe Fondeviela, Marques de la Torre (1725-84), was governor of Havana in the years following the Treaty of Paris in 1763, when the slave trade was expanding rapidly. This text responds to royal decrees which outlined conditions in which slaves could purchase their own freedom. Thus, a slave wishing to purchase freedom would be able to agree upon a price with the owner. Further, if a slave buys a female in order to marry her, then the offspring will be free.
