Morton H. Halperin (b. 1938) was Deputy Assistant Secretary of Defense for International Security Affairs from 1966 to 1969 and a Senior Staff Member of the National Security Council in 1969 under President Johnson. Halperin served as Special Assistant to President William J. Clinton and senior director for democracy on the National Security Council from 1994 to 1996. He was director of the policy planning staff at the Department of State from 1998 to 2001.
