James Day Hodgson was born December 3, 1915, in Dawson, Minnesota. He received a B.A. from the University of Minnesota in 1938, and attended the University of California. During World War II, he was an officer in the United States Navy. He held industrial relations jobs in industry leading to Vice President for Industrial Relations at Lockheed Corporation. He was Secretary of Labor from July 2, 1970 to February 1, 1973. While Hodgson was Secretary, the Occupational Safety and Health Act was passed by the Congress and signed by the President, greatly expanding the Department's regulatory responsibilities. To stem post-Vietnam war recession, he led a major expansion of employment and training programs through the Emergency Employment Act of 1971. He served as Ambassador to Japan from 1974 to 1977, and on the Council on Foreign Relations. He also served on the Rand Corporation Advisory Board, Center for Asia-Pacific Policy.
