Dwight E. Evans (born May 16, 1954) is an American politician serving as a member of the United States House of Representatives from Pennsylvania. His district was numbered the 2nd district from his 2016 swearing in until 2019 and as 3rd congressional district since 2019. He is a member of the Democratic Party.

Evans is a graduate of the Community College of Philadelphia and La Salle University. After graduation, he became a teacher in the School District of Philadelphia and a community activist for the Urban League. Evans was first elected to office as a member of the Pennsylvania House of Representatives in 1980, serving thirteen terms from January 1981 until November 2016, when he resigned to take his seat in Congress. Prior to his election to Congress, Evans ran for higher office four times unsuccessfully, seeking the offices of Lieutenant Governor of Pennsylvania in 1986, Governor of Pennsylvania in 1994, and two runs for Mayor of Philadelphia in 1999 and 2007. In each instance, Evans failed to win the Democratic primary.

In November 2015, Evans announced that he would run for Pennsylvania's 2nd congressional district in 2016 against Democratic incumbent Chaka Fattah. In an upset, Evans beat Fattah for the Democratic nomination. As a result of Fattah's resignation two months later, Evans ran in two elections that November, for the special election to serve the balance of Fattah's term and for the general election to a full two-year term. Evans won both races and was sworn into Congress on November 14. Evans has been reelected to two subsequent terms.
