Spencer, Percy, 1894-1970
Variant namesPercy Spencer was appointed notary public of Terry County, Texas, by 3 governors. Later he moved to Lubbock, Texas where during World War I he was appointed a U.S. Deputy Food Administrator and also supervised the Draft Board. During the 1920s he ran for and was elected mayor of Lubbock.
