Cummings was editor and owner of the Winterset, Iowa Madisonian newspaper and served one term in Congress as a Republican, 1877-1879. He was a captain in the 4th Iowa Volunteer Infantry and a colonel in the 39th Iowa Volunteer Infantry during the Civil War.
