Variant namesRaúl Rafael Labrador (born December 8, 1967) is an American lawyer and politician. A member of the Republican Party, he served as the U.S. Representative for Idaho's 1st congressional district from 2011 to 2019.
Born in Carolina, Puerto Rico and raised in Las Vegas, Nevada, Labrador attended Brigham Young University, where he earned a B.A., and the University of Washington School of Law, where he earned a J.D. After graduating, he served as a law clerk in the United States District Court of Idaho and then worked for an immigration law firm in Boise, Idaho. In 2000, Labrador started and managed a law firm with offices in Boise and Nampa where he practiced as an immigration lawyer focusing on U.S. immigration and criminal law. Labrador ran for and won the Republican nomination for Idaho House Seat B against two other challengers. He won the general election with nearly two-thirds of the vote. He was re-elected in 2008.
In 2010, Labrador won the Repiblican nomination to challenge first-term Democratic incumbent Walt Minnick; he bested Minnick by ten percent in the general election and was re-elected three times. During his time in Congress, he was a member of the Liberty Caucus, Freedom Caucus, and Congressional Western Caucus. Holding fairly standard Republican positions, he supported the full repeal of the Patient Protection and Affordable Care Act, the repeal of the 17th Amendment to the Constitution, voted for the American Health Care Act of 2017 and the Pain-Capable Unborn Child Protection Act in 2017, and introduced the "First Amendment Defense Act" (FADA) which was said to protect those who oppose same-sex marriage based on their religious beliefs from action by the federal government.
Forgoing a fifth term in Congress to run for Governor of Idaho in 2018, he lost the Republican primary for Governor of Idaho to Brad Little. He won the chairmanship of the Idaho Republican Party in June 2019, serving in that role for a year before resigning. Labrador currently practices immigration law with Skaug Law in Nampa, Idaho.
