Chapman was born in Simpson County, Ky. He was an 1918 law graduate of the University of Kentucky and served as city attorney of Irvine, Ky. from 1918 to 1920. He represented Kentucky in the U.S. House of Representatives from 1925-1929 and 1931-1948, serving voters from the 6th and 7th Congressional districts. He served in the U.S. Senate from 1948 to 1951. He was active in the cooperative marketing of tobacco and was chairman of the executive committee, Democratic National Congressional Committee.
