Hugh Warden was born in the Scottish town of Alyth, near Perth, in November 1745. At the age of 16, he was apprenticed to a merchant in Perth, but left after two years without completing the term of his apprenticeship. He was subsequently apprenticed to a grocer from Dundee named George Wright. After serving for 15 months, Warden was sent to Virginia to assist in the oversight of Wright's business affairs. He returned to Britain some time before 1782 and married Mary Keeft in London in 1784.
