Manning, Kathy, 1956-

Kathy Ellen Manning (born December 3, 1956) is an American politician. A member of the Democratic Party, she has been the U.S. Representative from North Carolina's 6th congressional district since 2021.

Born in Detroit, Michigan, Manning earned an A.B. from Harvard University and J.D. from the University of Michigan. After graduating from college, Manning moved to Greensboro, her husband's hometown, in 1987 and began practicing law. She was the first woman to serve as board chair of the Jewish Federations of North America, from 2009 to 2012. She also was the founding board chair of Prizmah: Center for Jewish Day Schools in New York. In 2018, Manning unsuccessfully ran against Republican incumbent Ted Budd for his seat in the U.S. House of Representatives in North Carolina's 13th congressional district. In 2020, following a court-ordered redistricting that moved her home into the neighboring 6th congressional district, Manning announced she would run in the 6th district. She easily won the Democratic primary and general election.

In Congress, Manning is a proud member of the Education and Labor and Foreign Affairs Committees. She is a strong advocate for affordable health care and prescription drug prices, a quality education for every student, economic opportunity and equal justice for all. She is a member of several caucuses including the New Democrat Coalition, the Equality Caucus, the Democratic Women's Working Group, and the Pro-Choice Caucus.
