Peters was the nephew of the Rev. Samuel Peters and a native of America. He was a Judge of Probate for the Court of Common Pleas and a colonel of the Gloucester County Militia. Peters refused to swear loyalty to the patriot cause and, in 1776 fled to Canada. He was appointed a colonel in the Queens Loyal Rangers.
