Ann Richards was born Dorothy Ann Willis in Lakeview, Texas. She graduated from Baylor University and eventually settled with husband David Richards in Austin, where she worked on many political campaigns and in 1976 was elected the first female Travis County (metropolitan Austin) Commissioner.
