Claude Gernade Bowers was the U.S. ambassador to Chile from 1939-1953. George Alonzo Stanford worked as an Assistant Cultural Attaché during Bowers' term as Ambassador, with Cultural Attachés Lawrence Kinnaird and Philip W. Thayer. Stanford fostered cultural exchange between the U.S. and Chile, monitoring and reporting on educational, literary, and artistic affairs in Chile. He also facilitated the exchange of publications between Chile and the U.S. and monitored a travel grants program for Chilean scholars studying or teaching in the U.S.
